DATE: February 11, 2019

At its June 20‐23, session, the Western North Carolina Annual Conference will elect delegates to represent the conference at the 2020 General Conference and 2020 Southeastern Jurisdictional Conference. The information in this memo is specific to the election of lay representatives; eligible clergy will automatically be included for election, and are not required to follow the same submission process. We will elect 10 lay delegates to the General Conference; these will also represent the conference at the Jurisdictional Conference. An additional 10 lay delegates to the Jurisdictional Conference will be elected; these will also be reserve delegates to the General Conference.
The Connectional Table approved a plan by which lay persons may offer themselves for consideration in the election. That process and more details are available on the website. Laity are invited to visit www.AC19.org to submit their information for inclusion in the voting roster. The online submission form includes requests for demographic information, a passport style (a head‐shot photo of you only) photo, and the opportunity to share why you are interested in representing the Western North Carolina Conference to the General and Jurisdictional Conferences. You are encouraged to share this information with other interested persons.
We will be using electronic balloting to record choices, with members of the Annual Conference using hand‐held devices to cast votes. Each eligible lay person submitted through the online form will be assigned a voting number. A numerical voting roster of delegate candidates and assigned numbers will be distributed to Annual Conference members at registration.
To be eligible for election, a lay person must be a member of a local church in this conference, have been a member of The United Methodist Church for at least two years preceding his or her election, and an active participant in The United Methodist Church for at least four years next preceding his or her election (¶ 36 of the Discipline). It is hoped that those who are nominated and elected will reflect the diversity of the annual conference.
There will be a commissioning act for all delegates elected, held during the Sunday worship service at annual conference on June 23, 2019, and an organizational lunch following worship. Those elected will be expected to attend. The delegation then meets multiple times throughout the year, usually on Saturdays, for preparation and education.
Please note: The 2020 General Conference will be held in Minneapolis, Minnesota, May 5‐15, 2020; with travel, this will involve almost two weeks. The 2020 Southeastern Jurisdictional Conference will be held at Lake Junaluska, North Carolina, July 15‐18, 2020. Delegates will be expected to commit those blocks of time as well as, significant time for preparation to this important opportunity for service to the church. More information is available at www.AC19.org.
Please feel free to contact me if you have questions about this process.
Grace and peace,
Rev. Kimberly T. Ingram, Conference Secretary
